The University of New Mexico Health Sciences Center (UNM HSC), located in Albuquerque, New Mexico, operates the state's only academic health center. POSITION OVERVIEW

The United States District Court for the Southern District of Iowa is accepting applications for the position of Chief Probation Officer.

The Chief Probation Officer administers and manages the Federal probation services for the Southern District of Iowa. The district has three district judges, two senior judges and three magistrate judges. The probation office maintains headquarters in Des Moines with a divisional office in Davenport. The office has a total staff of 38, including 27 probation officers.

Prior to appointment, applicants considered for this position are subject to a full FBI background investigation and drug screening. Additionally, the incumbent will be subject to random drug screening and updated background investigations every five years.

DUTIES AND RESPONSIBILITIES

Organizes the probation office to ensure expeditious handling of investigative work for the courts, institutions, and parole authorities and effective case supervision of probationers, parolees, and supervised releasees.

Reviews, analyzes, and interprets statutory, Judicial Conference, and Parole Commission requirements for the administration of probation and parole services; promulgates policies, procedures, and guidelines necessary to meet these requirements.

Maintains administrative liaison with the court of jurisdiction to include promulgating policies, procedures, and guidelines to meet the unique needs of the court, along with standards to ensure an appropriate level of service delivery. Incumbent must be willing to collaborate and cooperate with other local court unit executives to ensure appropriate level of service delivery to the court.

Selects and recommends candidates for appointment as probation officers to the court, and appoints all non-officer personnel; provides specific recommendations to the court in all other personnel matters including promotions, salary increases, disciplinary actions, and dismissals; determines that all personnel are carefully selected and adequately trained; makes certain the work of all subordinates is systematically evaluated.

Prepares operating budget and makes estimates of personnel, space allocation, and operating allowance needs; approves requisitions; certifies vouchers for payment; and maintains appropriate fiscal controls in all matters pertaining to travel expenses and purchases of services,equipment, and supplies.

Maintains a system of communication, enabling awareness of pertinent information at all levels; delegates decision-making responsibility at appropriate levels; provides qualitative and quantitative measures of work performance; and assures accountability with minimal interference to service delivery.

Maintains liaison with the chief judge and other judges; makes specific recommendations regarding court-related criminal justice issues with particular emphasis on matters relating to sound sentencing practices.

Establishes and maintains cooperative relationships with other probation and pretrial services offices to assure all requests for assistance from other districts are met promptly and effectively.

Establishes and maintains cooperative relationships with all components of the criminal justice system to include federal, state, and local law enforcement, correctional, and social service agencies.

QUALIFICATIONS

Applicants must possess substantial organizational, administrative, and leadership skills. Preference will be given to candidates with management training and a demonstrated record of effective management.

To qualify for a position of chief probation officer JSP-14, 15, 16, or 17, a person must have a bachelor’s degree from an accredited college or university and possess three years of specialized experience, one of which must have been at the next lower grade level or its equivalent. A master’s degree is preferred. Three years of specialized experience is mandatory and no substitutions are permissible. Specialized experience is defined as progressively responsible experience, gained after completion of a degree in such fields as probation, pretrial services, parole, corrections, criminal investigation, or work in substance/addiction treatment. Experience as a police, custodial or security officer other than any criminal investigation experience is not creditable.

Three years of substantial management experience may be substituted for the requirement that one of the three years of specialized experience be at or equivalent to the next lower grade. If a person does not have three years of management experience, then one of the years of specialized experience must have been at or equivalent to the next lower grade level. Substantial management experience is a high-level administrative experience that provided a thorough understanding of the organizational, procedural and human aspects of managing an organization; typically including financial management, space and facilities management, oversight of information technology, human resources functions, and long and short-range planning.

About the Office:

The Criminal Division, U.S. Department of Justice, is seeking experienced attorneys to fill openings in the Fraud Section based in Washington, D.C. The Fraud Section, the largest litigating component of the Criminal Division, directs and coordinates the federal effort against fraud and white-collar crime. The Section investigates and prosecutes complex white-collar crime cases throughout the country and implements and coordinates enforcement policy. Fraud Section cases focus on health care fraud, corporate and securities fraud schemes, financial institution and insurance fraud, and international criminal activities including the bribery of foreign government officials in violation of the Foreign Corrupt Practices Act.

Responsibilities and Opportunity Offered:

The Fraud Section is currently seeking qualified attorneys to prosecute health care fraud cases among other matters. The position involves working with federal agencies including FBI, HHS-OIG, Postal Inspection Service and MFCUs, and United States Attorney's Offices. The section annually prosecutes approximately eighty (80) white collar cases of national significance or great complexity. Qualifications:

Required qualifications: Applicants must possess a J.D. degree, be licensed and authorized to practice as an attorney under the laws of a State, territory, or the District of Columbia and have at least three (3) years of legal experience. Preferred Qualifications:

The Center for Constitutional Rights ("CCR"), a progressive legal and educational organization, is seeking a Supervising Attorney to direct its Guantánamo Global Justice Initiative (GGJI). The Supervising Attorney will manage a staff currently consisting of three staff attorneys and two paralegals and reports to the Legal Director of CCR.

The GGJI at CCR resulted from the Center's Supreme Court victory in Rasul v. Bush in June of 2004, which asserted the right of Guantánamo detainees to challenge their confinement by means of habeas petitions in federal court. Since then, CCR has recruited, trained and provided support for hundreds of attorneys from across the country and secured habeas representation for virtually all of the 460 men currently indefinitely imprisoned in Guantánamo. CCR lead the way in creating this project and has provided leadership by continuing to coordinate this effort and by implementing the litigation strategy for a massive human rights movement through actions in domestic courts as well as numerous international forums. Job Responsibilities
Primary responsibilities will include:

  • Serving as co-counsel with habeas counsel, including conducting attorney-client interviews at Guantanamo;

  • Serving as co-counsel in the representation of Guantánamo detainees or other "war on terror" victims that CCR represents and/or consulting with other CCR attorneys on these endeavors;

  • Assisting in the initial development of related cases appropriate for CCR and/or pro bono representation;

  • Identifying, analyzing, and developing responses to legal or procedural changes that affect the Guantánamo detainees or other "war on terror" detainees, including the decisions of federal and international courts, legislative changes or executive branch decisions;

  • Ensuring the continued assignment of detainees to pro bono counsel and federal public defenders and the resolution of issues relating to representation in federal district court, the court of appeals, as well as other tribunals;

  • Ensuring that all habeas counsel receive prompt and complete legal and procedural support for the representation of their clients incarcerated in Guantánamo, including assistance in the expeditious filing of cases, strategizing on individual cases, reviewing draft submissions, and preparing legal and procedural memoranda informing counsel of significant legal developments;

  • Developing training materials for pro bono counsel , including pleading templates, videotapes, seminars, and the extranet resources hosted by CCR;

  • Providing international humanitarian and human rights law training, guidance, strategic advice, and legal updates to the habeas legal teams;

  • Supervising staff attorneys, legal assistants and interns working on the Project;

  • Possible travel, in the Middle East, or elsewhere, to meet with families of detainees, witnesses, NGO assisting with released detainees or detainees transferred from Guantanamo, conduct press conferences, and meet with foreign diplomats and/or representatives of international organizations;

  • Exploring diplomatic and international channels in home countries of Guantanamo detainees for release from Guantanamo and/or for resettlement for detainees who cannot safely return to countries of origin;

  • Advocating on behalf of the Guantánamo detainees through meetings with federal officials at various domestic agencies and officials of foreign governments and international institutions, and participation in related programmatic efforts of international organizations;

  • Supporting the outreach efforts of CCR by participation in public forums, making speeches, assisting with press releases, engaging in press interviews and working collaboratively with education and outreach and communications staff;

  • Working closely with the development department of CCR to insure information flow about the program for funding purposes and to participate in donor meetings or development trips and activities.

Qualifications
The ideal candidate will have several of the following qualifications:

  • A law degree and admission to the federal Bar. Admission to the D.C. and New York Bar preferred; if hired, admission to New York Bar is required.

  • Exceptional research, oral and written communication skills;

  • Ten to fifteen years of litigation experience;

  • Exceptional knowledge of and experience in at least one of the following areas of law: criminal, constitutional, human rights, or humanitarian;

  • Demonstrated experience as a project or program manager and supervisor;

  • Experience in and familiarity with international advocacy and institutions;

  • Ability to prioritize amongst multiple, highly-demanding projects and deadlines, including effective supervision;

The University of South Carolina School of Law has created several full-time, non-tenure-track teaching positions in its Legal Writing Program, to begin in August 2007. The positions are full-time, and teachers may receive five-year contracts after a probationary period of three one-year contracts. These positions are not designed to be stepping stones to tenure track positions but can be very rewarding for people who genuinely enjoy working with students. Each teacher will be responsible for approximately 40 students each year.
