79TH ANNUAL CONVENTION PLENARY SESSION STANDING RULES*
1.
The official badge shall be worn for admission to the
meeting room.
2.
The right to speak and vote on issues before the assembly
is limit-ed to NBA members who are properly registered
at the annual meeting of the National Bar Association.
3.
After recognition by the Chair, a member shall state his/her
name and state of residence.
4.
A member shall speak in debate for no more than two minutes
on each motion or amendment, and shall not speak a second
time until all others have had an opportunity to speak.
A member may not speak a third time without permission
of the presiding officer or the assembly.
5.
Main motions and substantive amendments shall be written,
signed by the maker, and brought to the chair.
6.
Debate on each main motion shall be limited to fifteen
(15) minutes unless extended by general consent or a two-thirds
vote without debate.
7.
Oral reports from officers shall be limited to five (5)
minutes; other reports shall be limited to two (2) minutes.
8.
No member, while speaking on a question, shall move to
close debate.
9. At the close of nominations, each officer candidate
shall have two (2) minutes for remarks and each candidate
for Board Member At Large shall have one (1) minute for
remarks.
10.
The Elections Committee shall report election procedures,
instruc-tions and rules to the assembly, organize the
voting process during elections, distribute, collect and
supervise the casting of ballots, count the ballots and
submit a signed report to the chair.
11.
The Secretary shall destroy the bal-lots and any other
election materi-al two (2) days after the election.
12.
All audible devices shall be dis-abled during business
meetings, workshops and programs at meals.
13.
Remarks must be germane to the issue.
14.
These rules may be modified by a 2/3rd vote.

NBA
NOMINATIONS & ELECTIONS
The
nomination of candidates for Officers and At-Large Members
of the Board of Governors of the National Bar Association
shall be by application to the Nominations Committee.
Each
application may propose nominees for one or more offices.
Applications may be made for the fol-lowing: President-Elect,
two (2) Vice Presidents, Treasurer - (two year term), and
three (3) At-Large Members of the Board of Governors.
Applications
must include a biographical resume and a statement prepared
by the nominee indicating qualifications for the office
sought; the title of office sought; and the nominee’s activities
in the Association, the profession and the community.
Any
regular member of the Association in good standing at the
time of nomination who meets the requirements of the office
sought, as stated in Article VII of the NBA Constitution
and By-Laws, shall be eli-gible as a candidate for election.

Applications should be mailed to the
chairperson of the Nominations Committee and to each member
of the Committee. Applications shall be postmarked no
later than June 25, 2004 to be considered by the Committee.
Interviews
will be scheduled by the Committee on Saturday and Sunday,
August 7 & 8, 2004, in a room to be posted at the Westin
Charlotte Hotel. Applicants should advise the Committee
chairperson of the date and time of their arrivals so that
they can be notified in advance of the date and time of
their interview.
